HOW-TO-USE:

1. Snap the base of the Bungee to the bottom bag
2. Stack the second bag on top of the first one
3. Pull Bungee over the second bag and onto carryon handle
4. Pull elastic to increase tension which tightens the strap
5. Lock elastic into place with the squeezable plastic lock
